Comment: The simulations under upstream/sims/ are PhET Interactive
 Simulations' own built files, unchanged, each in the version sims.toml
 names, published before 29 March 2026, fetched by ci/build-upstream.sh
 (docs/dev/packaging.md, "Programs built at development time";
 phase-4f-plan.md, 4.30). PhET's agreement for its historical collection
 of HTML simulations (https://phet.colorado.edu/en/licensing/html)
 publishes those versions under CC BY 4.0, with the attribution: Simulation
 by PhET Interactive Simulations, University of Colorado Boulder, licensed
 under CC BY 4.0 (https://phet.colorado.edu). Each file carries the
 libraries it is built with, each under its own licence, named in the
 simulation's About dialog. PhET is a trademark of the Regents of the
 University of Colorado; Kidux is not connected with PhET.
